How to Become an USSF/NOCRA Referee-Guidelines

AYSO Region 154/NOCRA Guidelines for Fall 2024

For 10U/12U/14U/16U/19U CORE program:

·         NOCRA will supply 1 center referee per game. AYSO Region 154 will supply 2 Assistant Referees (AR’s) per game (1 or 2 per team)

·         Each center official will be USSF credentialed

·         Each AR will be AYSO certified

·         Many of the officials for these games have the abilities to also mentor the AR’s to improve their skills along the lines and to better support the center referees. If they see a referee that is exceeding expectations or is ready/asking for more officiating, they will refer them to Region 154’s Regional Referee Administrator (RRA) for the process on becoming a part of the North Orange County Referee Association (NOCRA) so that they can be assigned center referee assignments (see the other tabs under this section for specific procedures per badge level).

·         Center referee assignments will not be assigned through Matchtrack, rather the scheduling and payments will be through NOCRA. All AR assignments will be through Matchtrak and will be the responsibility of each team.

·         Rate for these officials is around $1.00 per minute (referee) (NOCRA).
   If we are unable to supply AR's per game, the region we will need to pay for more game officials (to maintain the integrity of the games). If this is consistent throughout the year, player dues will need to be increased to cover this increased cost. 

For Extra Teams:

·         NOCRA will supply 1 USSF Official this year per home game. Each team will need to provide 2 certified AYSO referees for their Assistant Referee duties per every home game. 

·         Each Center official will have a USSF badge

·         Rate for these officials is avg. of $1.00 per minute (referee) (NOCRA). See above for missing AR costs. 

·         All scheduling and payments will go through NOCRA for these games.

 

Additional Guidelines/Information:

1.      All payments to the referees will go through NOCRA and will not take place on any field of play.

2.      All match reports (for any cautions or send offs) will need to be reported through Matchtrak and/or the AYSO 154 RRA. All AYSO referees will need to report incidents through Matchtrak. NOCRA only referees will need to send the AYSO 154 RRA ([email protected]) a full Match Report if any cautions or send-offs occurred. Also, all match cards must be completed in their entirety and turned into the assigned AYSO match card box at Lexington after each game. ayso referee_game_report.pdf

3.      All referees must have completed the AYSO Safe Haven, Safe Sport, Cardiac Care and Concussion online courses or the USSF equivalent

4.      It is recommended that each referee officiate 3 games per weekend that they are available (this is not mandatory, rather recommended)
